Yes. NHS suppliers bidding for contracts above £5 million per annum are required to publish a Carbon Reduction Plan aligned to PPN 006, evidencing Scope 1 and 2 emissions and a commitment to net zero by 2050. Many NHS trusts are extending this requirement through their supplier questionnaires to smaller contracts. If you supply the NHS in any capacity, it is worth reviewing your position now rather than waiting for a contract requirement to trigger action.
State-funded schools and colleges are not currently subject to SECR mandatory reporting, but Multi-Academy Trusts with 250 or more employees fall within SECR scope. Independent schools and universities meeting the size threshold are also subject to SECR. Many are voluntarily reporting ahead of anticipated mandatory requirements and to satisfy governor, parent and student expectations.
The NHS has committed to reach net zero for its directly controlled emissions by 2040 and for its supply chain emissions by 2045, making it the first health system in the world to commit to net zero. For suppliers, this means increasing pressure to demonstrate a credible carbon reduction plan and trajectory, even where formal contractual requirements do not yet apply. ICBs are increasingly using sustainability credentials as a differentiator in procurement evaluations.
ESOS Phase 3 compliance was due December 2023. The Environment Agency has increased enforcement activity and late compliance penalties apply. The recommended action is to conduct the energy audit as quickly as possible, submit the notification to the Environment Agency, and begin preparation for Phase 4. SBS can support the process end-to-end and help frame your ESOS compliance within a broader net-zero strategy rather than as a standalone exercise.
